As far as the new lineup goes, there are some familiar faces from the previous two seasons, but it also appears that the team will feature some other new recruits that originated in the comics as well. Stephanie Brown, who appeared in one Season 2 episode, is now Spoiler.
Arrowette is also a new addition to the team. You probably recognize most of those names, but Thirteen may refer to Traci Thirteen, a. Girl 13 or Traci 13, a relatively recent addition to the DC Comics canon who comes loaded with magical abilities. Arrowette is also an interesting addition to the team. Currently 12 scripts for the new season have been finalized, 10 are in the works, and 4 haven't been started yet, totaling 26 episodes for the new season.

And at Comic-Con today, new character designs were revealed for S3 and a new character was announced to be joining the team: a hero named Thirteen. Vietti joked that the time jump between Seasons 1 and 2 where several years passed for the characters inspired them to do a real-life time jump. Weisman spoke about how the nature of the show has always been generational, and that as membership in the Justice League has evolved so has the membership of Young Justice.
One of the goals of the show is to portray the passage of time, so the characters will continue to change, grow up, and evolve.
